Abstract
Rising geopolitical tension and shifting global economic governance call for closer coordination between the EU’s external financial tools, in particular export finance and development finance. The paper argues that Global Gateway needs a comprehensive, coherent and competitive financial offer and a shift from ad hoc coordination to a systematic, whole-of-government strategy. It proposes five actions, from high-level project support and a coordination entity to better-targeted EU guarantees, pipeline creation through EU delegations, and measurement.
