Our analysis identifies three tectonic shifts reshaping export finance: multipolarisation replacing convergence assumptions with explicit economic competition, the weaponisation of trade through tariffs and export controls, and climate imperatives demanding unprecedented capital reallocation. The research introduces the M3 framework (Mandate, Mechanism, Measurement) to help public finance institutions articulate clear pathways for creating and demonstrating public value while navigating these competing pressures. Our work influences institutional transformation across the sector.
