Abstract
Specialised teams within export promotion organisations take decisions guided by distinct rationalities, a question that matters more amid trade tensions, tariffs and multipolarity. Using a mixed-methods approach, the authors identify three clusters (corporate-oriented, government-oriented and independent rationality) and show that the differences are rooted mainly in organisational context: institutional guidelines, perceived trends and challenges, and organisational goals.
