Abstract
The paper examines the main challenges facing the G20: its transition to a permanent institution, follow-through, the prisoner’s dilemma among members and input legitimacy. It traces the origins of the EU’s open method of coordination and its parallels in the OECD and IMF, and sets out a reform path towards a ‘G20 2.0’.
