Abstract
Using fuzzy-set qualitative comparative analysis, the article examines what led to high performance by non-African export credit agencies and export-import banks in supporting transactions in Africa. It finds that a government’s export-related Africa strategy, implemented by its agency and combined with a competitive loan offer, is a key condition. The authors derive recommendations for policymakers on public export promotion programmes for the continent.
