Integrating climate and trade strategies: a method-driven approach to policy alignment

Are countries’ domestic climate policies and their export credit agencies’ climate policies aligned, and what does strong alignment look like?

Samantha Gonsalves Wetherell, Andreas Klasen and Anupama Sen · Oxford Smith School Policy Brief SSEE-PB-3/25 · April 2025

Abstract

The brief develops metrics to assess whether domestic climate policy and export climate policy are aligned and applies them to the 19 countries with the largest export credit agencies, complemented by best-practice case studies. It finds that strong agency action starts with credible domestic climate policy, and that the strongest alignment appears where fossil fuel exclusion policies are combined with renewables promotion.
