Abstract
Export credit agencies fill trade finance gaps, but their impact depends on comprehensive government backing, including the ‘full faith and credit’ of the state: an explicit, irrevocable legal commitment to accept the agency’s liabilities as government obligations. The authors recommend that countries with relatively young agencies, such as Ukraine, Armenia and Malawi, establish a full guarantee together with an efficient legal set-up, sufficient capital and sound risk management.
