Climate-positive export finance: how export credit agencies can close the climate finance gap (and why they should)

Why has climate-positive export finance fallen, and what mandates, coordination and metrics would let export credit agencies help close the climate finance gap?

Andreas Klasen, Sam Fankhauser, Simone Krummaker and Anupama Sen · Oxford Smith School Policy Brief SSEE-PB-5/26 · July 2026

Abstract

Climate-positive export finance nearly halved from €14.6 billion in 2023 to €7.9 billion in 2024, and only 2% of 2015–2024 flows reached low-income countries. The brief argues that the strategic and industrial-policy case for export credit agencies to do more is strong and that the products already exist. The constraint is execution, so it proposes an architecture of mandate, mechanism and measurement: durable climate mandates, operational coordination between development finance institutions and agencies, and metrics that reward mobilisation and reach.
